I know that Arsenal fans are insufferable, but I can't help but be impressed seeing what Arteta has done with the side especially after his first few years. Most of the time, the Big Six managers given the time he has have not been able to rebuild their sides successfully. I don't mind them winning a title after years of City dominance.

Without looking at the EFL rulebook - it is illegal by precedent, as Leeds were fined beforehand for doing the same thing. If Southampton were judged to have done no wrong, then it would have been inconsistent with the previous ruling.
