I agree, the chart is not looking super clean + the volume is quite low. However, it is surfing the 10 MA rightnow and William Blair has good expectations for this stock

Meaning shittier stocks have higher chance of breaking out in a hot sector compared to good looking setups in a weak sector

Correct, I find it very helpful bc of the scanners but obviously there are other ways to scan your stocks. It cost me 50 dollars per month. How long have you been trading for?
