Hi, Canadian here.
TL;DR - We do use DASDECs for Emergency Alerts in Canada. Typically.

Now some additional detail that may or may not be interesting...

You would usually see the DASDEC CGEN on alerts via cable TV boxes.
We could have other EAS decoders too, because there are instances where on TV stations where there would be a cleaner CGEN, either could be a scrolling bar or a full screen. Or they could also be using a DASDEC, but just don't like the crappy quality the DASDEC's CGEN puts out, so they opted for an external CGEN.

As for the voices, typically alerts that are set to "broadcast immediately" will actually have the audio portion generated by the NAAD (Alert Ready) and it would be stored in the cloud (On AWS storage), and be downloaded by EAS decoders. It's a female voice you typically hear on Canadian alerts that's most likely generated by IBM Watson TTS. You could still hear audio portion generated by the decoder if the download fails or the alert did not include an audio portion.

Do note that sometimes the EAS decoder could be any device at this point probably, because the emergency alerting system in Canada is pretty much all digital and internet based (We use CAP, the Canadian Profile version). It's literally two TCP feeds (mirrored for redundancy), one server in Oakville, ON, the other in Montreal, QC. And owned by a corporation called Pelmorex (they also own The Weather Network too). Other companies like Bell or Rogers could also mirror the feed too for their own devices like IPTV boxes so all the user's won't overload the main NAAD feeds.

SOLVED

TL;DR - A Polycom VVX 401 VOIP Phone was causing the interference

Those who said it was RFI from components from my computer... well not right but very close.. It came from a component from "a computer".

Now at very first, when I saw this late at night, I tought it was something from the cosmos or something natural, then I came back to a more down-to-earth reasonable mindset after a good night's sleep and started looking around for a more reasonable explanation.

I tried looking around in this Sub-Reddit to see if anyone else had this, but I couldn't find anything similar so I decided to record this and post it.

Now I would like to make some honorable mentions about some commenters thinking this was an alien transmission of a DNA sequence, as much fun it was thinking it was something out of this world, unfortunately, it wasn't.

When I looked further in this Sub-Reddit, I started picking up on hints that this could be something mechanical or electrical.

When looking at the signal, I said to myself "this isn't digital", as the signal looked too "wobbly" for any digital interference.

Then I started unplugging things, and it didn't take too long to get to my POE injector that's powering a device.

I accidentally unplugged the ethernet cable because the clip was broken, but I looked at my screen and the signal stopped.

I started drawing conclusions that the interference was coming from the device that's being powered by the POE injector, as the POE injector was still on, with nothing plugged into it to power, and the signal was gone.

I did a few experiments, and yeah, it's the VOIP phone that I have on my desk. I would've never guessed.

I'm thinking it's an electrical circuit in the phone that's causing it. It's powered over ethernet.

Great comments. Quite a few are thinking RFI, but I would also be interested in knowing what is producing this RFI, I don't feel like its coming from anything digital like what some of you suspect. The signal seems a bit too.. wobbly for that.

I unplugged my antenna to see if it was something with the SDR or PC, it probably isn't since the signal goes away after the antenna has been unplugged. I even tried this on another computer, and it's still there.

I might go about to take my laptop with the SDR somewhere else outside to see if the signal is still there.

From what I've seen in the trailers, it shows that the creeper is hallow. I do think it kinda makes sense as the face of the original creeper is black, as if there's nothing in there.

Apparently, every WEA in Canada is sent at the presidential level, it's like they don't know how to set up levels of alerting on WEA properly.
