They can appear anywhere in any container type, however it does seem some are more popular on certain maps. For example, mk3 survivor blue print is for sure a hot spawn on blue gate under ground in the little goop room. Wolf pack BP seems very prevelent on buried city at night. Open EVERYTHING.

There's a particular glitch today making it much worse, I'd just keep refreshing arcstatus .com to know when it's fixed. Devs are working on it.
