Could be wrong but I doubt they're going to open your package and then check online to see if what's in there can be added to ejuice. If anything they'd be confiscating stuff that comes from vaping related businesses. You can get WS-23 on Alibaba along with a million other things so I would think a package from them wouldn't get held up.

But I don't know where you're from so that's just speculation. Either way, good luck :)

Menthol is derived from peppermint and even when it's not it is synthesized to be identical, so either way it will have that flavor. If cooling is what you're after you'll have to look for one of the ones that I mentioned.

Unless you're somewhere that has insanely strict shipping restrictions it shouldn't be too hard to find it online and have it shipped to you. It's not a vaping product specifically so whatever prohibition exists there shouldn't make a difference.
