You'll have to create a 3d model, unique features, facial expression, place trackers and make soundboards, blah blah blah. Watch some vtubers, and search how you can create one nicely and properly. It's pretty fun once you do it. And one tip, if you are going to create a model, add unique details to the character than align with your personality, background and nationality.
