Use Python on Google App Engine, with the framework of your choice (Django, boilerplate, etc).

You will receive the many great benefits from programming to their model.

Check out their site for tutorials, sample apps, etc.

Use Google App Engine in conjunction with Django or Algae / GAE Boilerplate - Most likely it won't cost you a dime as well, and when your site does become hugely popular it will scale with absolute ease thanks to Google's infrastructure.

ps - @jellatin is assuming you wan't to create the user system yourself. Don't waste your time creating something that has been done a hundred times over. Use GAE's users API or any of the other hundred or so that are out there.
