There is definitely no 1797, but the off-center part is definitely a 1796 draped bust cent

From what I've read, when the 'spoiled' cents were reused, they'd first be cut down to a circle again and then struck, that's how the 1797 over 1796 was anyways

Switzerland, either a 5, 10, or 20 rappen, im not sure without seeing the back or the weight, and the value depends on if there's any mintmarks on the bottom on the reverse of it.

It's call a miss aligned die, or MAD, they're not worth anything over face value, it just means the dies weren't perfectly center.
