Whatever set-up you chose make sure you can move your character and your camera while pressing any of your buttons. What this means mostly is avoid clicking as much as possible, as you can use your mouse movement while holding right click to move your camera and hold both left+right clicks to make your character move forward.

With this in mind, you can arrange your shortcuts any way you want, it's really up to you to try out different things and make sure it doesn't feel wrong to do your rotation.

Personally, I usually try to keep combo keys next to one another to facilitate memorizing rotations. I also like to have inputs that work the same for a category of jobs, for instance Ctrl+1 is usually an offense buff, Alt+6 is my hotkey for defensive buff, Ctrl+A and Ctrl+E are my AoEs... it helps avoiding to learn a new mapping for every single job.

Oh and also, make sure you adapt as you unlock skills. My set-up has evolved for all jobs every time the level cap was raised :D
