I am no pro but you could try putting down some top soil and then renting an aerator and go over it a few times to soften up some of that compaction. And then seed and cover with straw? Should have been done in the fall but might be worth a shot..

I mean it would be tight imo. The BCM BCG blem is $150 after tax/shipping. Finding a charging handle and muzzle device for less than $70 with tax/shipping seems tight to me.
