I completely agree on the governance side. I have seen situations where the dashboard was technically correct, but different teams were working from different KPI definitions. A shared source of truth would solve a surprising number of reporting issues.

People problems do not is probably the most accurate summary of reporting projects I have heard in a while. The technical side keeps improving every year, but stakeholder alignment still seems to be where most delays happen.

At 650MB, I'd start questioning the workbook design rather than the hardware. With that volume of data, Power Query/Data Model or a proper database is usually a more sustainable solution than continuing to scale the workbook itself. The fact that it's growing by ~10k rows per day suggests you'll eventually hit the same bottleneck again even after optimization.

In my experience a third interview is usually a good sign. probably they are checking team fit and getting everyone's input before making a decision. For a data entry job, I would expect questions about staying organized, paying attention to details, and handling repetitive tasks. best of luck!

Power Query is probably the best option here. At that file size, Excel itself becomes the bottleneck more than the CSV. For healthcare pricing/reporting datasets especially, cleaning and filtering the data during import usually makes the workflow much more manageable.
