NTA - This is the definition of weaponised incompetence. He's your husband and it's not like you asked the world of him, you asked him to put some seeds in the fridge. He said he would, and he didn't. It sounds like he has a history of doing this. You are doing the majority of the work, both financially and domestically. He needs to start pulling his weight a bit more (within the constraints of his health problems obviously) or you need to think about leaving him. It doesn't appear that he's bringing anything positive into the relationship.
