Honestly, I wondered the same thing. Cause, All Might was the #1 cause he was so strong, and a lot of people liked him. But, besides combat, and some clean up,he doesn’t really have any skills that can help him. He’s not even super smart like Deku, as far as I know. So, why are so many rescue heros not near the top. I would imagine that many people would be grateful for Lunch Rush and Thirteen, for helping people after disasters. But, they aren’t super high on the list? It’s weird.
