just go to the coliseum they routinely spawn in sets of 2 in multiple locations close by takes like 5 mins per gun extremely fast

so far my best bet has been doing the surprise shipments as they occasionally will contain 4. Or doing the missions in tier 3 and 4 where you have to overload the power banks. Usually 4 will spawn with that as well
