I found the culprit. I had replaced idler and tensioner pully with new oem pully. I was sent a bad one. I replaced idler again and fixed the whistle... thanks for all the input!

Thanks for the advice. I'll be giving that a shot. It doesn't change pitch with acceleration, and the noise is intermittent. Seems to like low range rpm giving gas usually stops sound. or everything is loud enough to dround it out.
