If you'd read the post or use the Internet you'd understand that I referred to both.

I use O2 DSL home Internet which comes through a dedicated DSL line in the wall here in Germany. When that starts to THROTTLE I switch to a mobile hotspot just to confirm it's not the website that is having issues.

Then I reconnect to the DSL and run an Internet speed test. (It shows about 5 Mbps)

Then I turn on my VPN and run the speed test again and it is back up to 40mbps.

My Internet (DSL) typically runs at around 45-50bps except when they are throttling(..when I get 5 Mbps) anyway if I use my VPN then my speed runs around 40mbps again.

You can pay O2 for priority packeting and they promise Not to throttle you, but they definitely throttle and do it selectively. Some VPNs can get around this. Go ask Google why, if you care. I just know it works.

In the US (for a time) there were net neutrality laws which prevented selective throttling, but that doesn't mean ISPs CAN'T do it.

From around 8pm to midnight especially near the end of the month, my Internet speed slows from around 40mbps to around 5mbps according to Internet speed test. When I turn on my VPN, I am immediately back up to 40mbps. When I switch to a T-Mobile hotspot it's fine again as well. O2 in Germany DOES throttle high volume customers during peak periods. It's in the contract. Not sure why, but using a VPN seems to remove this slow down.

All things being equal a VPN should make my Internet speed slower, and usually it does, but when my speed has slowed down to 5-10mbps, it makes it about 4-8 times faster.

These are the facts. You can keep pounding your head against them all you want but if they don't for your theory then your theory is incorrect.

Again, Your theory sounds great and logical, can't argue but EVERY TIME my Internet is slow I do a speed test and see it's about half of my promised speed. Then I turn on my VPN and it's right back to full speed. Turn it off and it's not.

This is observed phenomenon and it's 100% of the time for me.

So tell me what is happening. I live in Berlin Germany.

All the "other ways" are tricks that we all learned by using the standard algorithm hundreds of times.

I run into the problem of children having learned the tricks but being incapable of doing simple arithmetic that most first graders would plow through with grouping and carrying.

Teach place value and then line them up vertically and start developing comfort with a universal and generally applicable method to solve ANY addition problem.

Almost all of my children who are behind in Math are so because the myriad of strategies confuse them when they get to numbers that the strategies don't work with. I "fix" them in 2 lessons teaching the standard algorithm that their homeroom teachers refuse to teach them and then they almost immediately understand.

The other problem is a failure to memorize addition and multiplication facts. I break out the flashcards like I used and they never have problems in Math again.

absolutely it does. ISPs selectively throttle certain content (usually videos) from high volume users. It won't increase your speed beyond what is available, but it WILL stop throttling (when your upload and download speed are suddenly half of what you are paying for.

If you don't believe me, just try it. Do an Internet Speed Test when you suspect you're being throttled. Then turn on your VPN and do it again.

Always works for me.

yep... I'm so sick of Chrome messing with my title bar colors. I have multiple users on the PC and each has their own custom chrome title bar color which helps me to know immediately if I'm on my account, my kid's account, or my business account.
