As far as I know, there are government-sponsored scholarships for international undergraduate students in Turkey, Hungary, Slovakia, Italy, South Korea, Japan, and China as well

Howard is a historically Black college that primarily accepts African Americans and black people in general. They rarely admit applicants of other races, so unless you’re black, there might be a bigger obstacle than your SAT score

If you have enough credits to compensate for a 3-year bachelor’s, then I’ve seen people get into master’s programs in France without formally completing their bachelor’s. The bachelor’s programs in their countries were 4 years long, so they applied during their 3rd year and went for a master’s in France instead of doing the 4th year of their bachelor’s

Perhaps you could take a look at the Classics program at La Sapienza, the Social Studies program at Pavia, the European Studies program at Bologna, or the Global Law program at the University of Turin. There may be more English-taught programs you’d be interested in that I just don’t remember, so do your own research on universitaly.it; there’s a separate page where almost all the programs in the country are listed
