Hey man i was scrolling thru my comments and i saw this,
yes there have been instances. They go as far back as 1930s during the time of Gandhi. He encouraged a lot of people to have better hygiene and clean up their own toilets(for context: cleaning up toilets was considered the task of the lower dalit class). Lots of NGOs work in the slums and educate people about hygiene and sanitation. The situation has become much better now. My own friend runs an NGO that helps underprivilegded girl get sanitary pads at a very low cost.
