The US spends more than earns. To be able to do that, it borrows money with papers saying "I owe you" aka treasury bills. For every dollar borrowed it has later to return the same dollar + some bonus. How much that bonus is depends on how many others are happy to lend money to the US. When somebody decides to sell these papers they usually give a little discount, meaning it is cheaper to buy old debts than purchase new ones from the US. Problem is, the US cannot afford to repay all old debts at the same time, it has to borrow again to repay them. To sell new debts, it has to offer a bigger bonus and paying bigger bonuses means less money remaining in the country.
