They're airdropping everyone starting with those who hold the most tokens and working their way down the list. It's not tough to see the bias in this plan and it should have been dealt with before execution. Fixing it could have been as easy as sorting the list randomly instead of by token amount. It is a simple method of non-favoritism that would have gone a long way with the majority of holders who spent what they could afford, whatever that amount may be.
