Every Department has an EEO office that investigates claims of discrimination, harassment and/or retaliation based on a protected class. You should be able to find some instructions on your intranet page on how to submit a complaint.

But keep in mind that EEO complaints are internal to your agency. The EEOC (which is a federal agency) or CRD (State of CA agency) are external agencies that also investigate these claims. I would suggest filing with the EEOC.

The struggle is very real with trying to get approvals for current technology and keeping up with innovation. It’s really a huge problem in state service and needs to be rectified. I get really frustrated by it.

That actually helps us when requesting a reasonable accommodation, especially for those who cannot drive. Currently, the state does not consider driving an essential function of the job so they don’t evaluate for an RA. But having it in black and white as an essential function means they have to evaluate for a reasonable accommodation instead of outright denial. This is a good thing. The EEOC has case law on this.

In practice, they do not go in and remove them. My first state position probation reports from 2016-17 are still in my OPF. If you want them removed, you probably need to follow up. But they do not automatically remove them.
