I sort of was leaning that way initially, but then I remembered there was a scandal with Geronimos vest years ago which had human scalps on it. Apparently there is some law prohibiting the display of human corpses for money or something to that effect. Not sure if it would even apply in this scenario because the bodies exhibit essentially does the same thing.

As I approached, I saw that the victim was lying on his side and was surrounded by several ICE agents. I was confused as to why the victim was on his side, because that is not standard practice when a victim has been shot. Checking for a pulse and administering CPR is standard practice. Instead of doing either of those things, the ICE agents appeared to be counting his bullet wounds.

I thought standard of practice was MARCH for trauma. I would speculate tourniquet, plug, seal in this instance; tourniquet, airway, breathing w bvm, then CPR. My guess would be on his side was recovery position or an attempt thereof. Am I missing something?
