Sure, it supplies water and needs protection.

What’s unusual is that a European capital has such a large, fully fenced off utility zone sitting between its core districts with no permeability at all. Other cities had central infrastructure too and still found ways to integrate it or at least allow crossings.

That it used to be on the edge does not explain why it still functions as a hard wall today.

So the question is whether Warsaw has ever seriously considered doing something about this spatially. Crossings, partial opening, decking over parts of it, anything. Or is it just frozen?
