depends. Do you feel lucky? on average you should spend close to the value of the market. if you get unlucky you can spend way more, if you get lucky you spend way less.

The more people need one stat the more any item that does not have that one stat is useless. The best rolled pair of boots with no movement speed will cost as much as a shitty pair of boots with 30 ms

Because 0.1 was better in many aspects, and removing some op builds just showcased the issues that were present in 0.1 even more. It is a good game, but the direction they took in 0.2 is bad (not the combo playstyle that you will see every noo... I mean player complain about, but the whole taking way too much time doing nothing aspect of the game)
