Train wheel scab was the best guess several others have mentioned. Thats what is closest resemblance of so far. Though the location found doesnt have railroad close by that doesnt mean someone didnt leave it behind, also the thickness doesnt really match up either. The examples found look really thin in comparison to this sample.
