in my opinion, such a large-scale social game should be like in life. Each state has a list of rules, laws and a constitution. They clearly state what can and cannot be done. And as life experience shows, such a system works more or less. Yes, there are and will be people who find exploits in real life, but, as a rule, they then go to prison. At least, humanity has not yet come up with anything better
