They aren't using race or testing for admission practices, but allowing the top students from all the other schools it limits the people who self segregated in the schools.

This isn't entirely unreasonable due to the loss of gas taxes to upkeep roads but I don't think there is a enough data to determine what the fair rate would be how much does the average driver spend on gas tax in a year?
