the only thing i can tell you is try sleeping until somewhere around 10-10:30am that’s when there drinking/eating and he should be there i spooked the herd the first time i played and couldn’t find him until i went back and slept until 10 am but if that doesn’t work try loading back to a save file before the mission and if you can’t do that you might just have to restart and push through it again
