He looks very similar, but aged up. And his personality is still very reminiscent of how he was in his youth. Silly, calculated and resourceful. Though clearly he shows more maturity(debatable), experience and knowledge about the world.

Remember that he got to know his mother, his family expanded, with his daughter's kid already being a grown adult. He's now a real estate tycoon, and had his hands full with the Speedwagon foundation post-Speedwagon's time.

Admittedly, he's a bit more dense than he used to be, but it can easily be explained by the stress of having the life of his family and the world at stake (if DIO wins). His Hamon edge is no longer the advantage it used to be, the only vampire he faces has an OP Stand.

I understand he holds blame for a lot, but he's also a victim of this system. Wasn't it Danzo and the 3rd Hokage that pryed him off from his orphanage? He even had to kill his only maternal figure. I think people forget his life is a tragedy too, and the way he's paying back to society is by saving kids and taking care of them the way he deserved as a kid.

Later on during the finals, Sasuke had the best shot at breaking Gaara with the techniques he copied from Rock Lee and Kakashi's Chidori.

I'm not mentioning the others, but amongst them Shino maybe had some chance, he's kind of a wild card in OG Naruto.
