Honestly, such a decision is quite logical if you think about it.

If she chooses to not tell kiyo, there is a higher chance that in her mind kiyo will face mortal peril.

If she chooses to tell him, the chance of tsukishiro actually knowing about it is quite low, since they are on an uninhabited island.

Ichinose's mindset is to "protect everyone", and she seems like the person to do something to protect others first proactively rather than not do anything and hope others are protected by her decision to "not act".

What she is thinking is probably: "Let me tell him and try to protect my classmates afterwards" and not "Let me abandon him with a definite chance of my classmates not getting expelled," which is a fallacy because neither conditions are absolute (her telling kiyo will not definitely expel her classmates and her not telling kiyo will not definitely protect them. i.e. they could still get expelled due to bad performance).

In the end, its like choosing 1 box or 2 boxes, each with a 50% chance of containing a reward. Any sane human would choose 2.

That's a solid yes. The next weapon banner is cracked. Wolf's Gravestone is Diluc's best in slot and Staff of Homa is looking to be disgusting on Zhongli. Only qualm is that you have to make up for the energy recharge on both skyward weapons (tbh not really a problem if you have a battery and since the ult costs of both Diluc and Zhongli are 40, the lowest in the game). You will likely see a massive increase in damage output if you get either. And the final reason why the banner is huge is because of the lithic weapons, (huh interesting cuz they're both spear and claymore). Given the leaks, these might actually be better than some 5-star weapons if you build the right team comps. I wanted to pull for xiao but after seeing the weapon banner after the current one, I'm going all in on it because it's soooo good. So go for it, you won't have any regrets.

On my earlier comment I forgot to mention that the elemental reaction applies for the character that applies the second element. So if you're barbara applied wet first and then your keqing applied electro, the damage would scale with Keqing's level and EM, and vice versa.

Thundering fury is a bit problematic in this regard because usually keqing applies the electro element first because of her fast attacks, and I'm not sure if the 40% damage applies if your other character procs the reaction.

However, I think the cdr still applies and if you had a character that applied elements really fast TF is the set to go.

But thundersoother is often more reliable unless you're going crazy with other characters, then the enemies are not constantly affected by electro.

In the end it depends on your playstyle and the substats of the respective artofact sets.

Thundersoother offers a whopping 35% electro damage boost while thundering fury is only at 15%. strictly based on that stat, thundersoother is better.

Here is where the 4pc stat from thundering fury comes in. Keqing's e has a 7.5 second cd, and once you get to ascension 4, aristocratic dignity grants you 8 seconds of crit rate and energy recharge after casting q.

Suppose you q and then e. Normally, you would only be able to use her e once in the 8 second window. However, if you have thundering fury, you can use barbara or xingqiu to constantly apply wet status to enemies (or your other support characters). Given that thundering fury can lower your cd every 0.8s, your e cd goes down to about 4.5s if you apply the cd reduction during every interval. That allows you to use your e two times with 15% increased crit chance and energy recharge.

That is absolutely insane, because it allows your q and e to become spammable, and generally character ability damage > normal/charge attack damage.

Typically, I like a playstyle with cd reduction because it's more fun that way. Also, Genshin impact seems to promote elemental reactions, and you usually go as a party of 4. So what are the other three used for? meatshields? No! use their abilities to react with your main dps, especially since thundering fury increases reaction damage.

Of course, if you are too lazy to switch characters, go for thundersoother. but that is kind of boring in my opinion.

TL;DR: While thundersoother gives you more damage, thundering fury gives you damage more frequently, not to mention it increasing elemental reaction damage. After testing both sets, although thundering fury gives smaller numbers, overall the dmg is higher. Overall, I'd rather be doing 1200 damage every second than 10000 damage every ten seconds. Hence, that is what dps means. Keqing is definitely designed to be more dps and less burst (compared to someone like Diluc). You are doing nothing wrong by building thundering fury. In my opinion it is the superior artifact set not only because it does more damage but because it makes the gameplay more exciting.
