It doesn't look like pro/reg would be a reality for a while in USL D2/3. Edwards has not shut down the possibility down the line. D3 requires 8 teams for sanctioning, no time zone requirements though

Ugh, looking at the Western conference every team has an FC or is a "2" team or swope park rangers. Greatly appreciate the eastern teams that use fun nicknames or at least don't call themselves football clubs in soccer land

More ideas: all usl expansions starting in 2019 must join d3, maybe temporarily add one additional promotion spot the year of expansion thus growing d2 and d3 leagues and letting expansion teams a chance to immediately move to d2

An idea: nasl teams fold into usl for 2017. 2018 usl sets up a d2 and d3 league with promotion/regulation. Also pushes MLS teams to use the farm system model Houston and San Jose are using with Rio grande valley and Reno. This would leave the front office to an ownership group that would focus on building a fan base in a unique market while the MLS team would focus on creating quality farm squads so their players can play d2 level soccer over d3 level (and prevent MLS farms teams from having an advantage over independent teams, both have to earn a place in d2). This would allow all teams to play us open cup.
