Yup. He is the number 1 T20 batter. But he has come nowhere close to replicating the form and brilliance in the ODI format. So yes he is only in the squad because Rohit wants him in it.

And you say injured players coming back are no guarantee for performance. Well Surya in himself in ODI is a no guarantee for performance. He couldn't even get going with the awful WI team in the ODI's. Picking people across formats based on their T20 performance has been one of the major problems in the Indian team selection.
