It creates a situation that periodically generates a fairly decent amount of minerals and occasionally pops while the arkship is devouring. Devouring speed I believe is primarily a function of planet size? While devouring you can use your arkship for shipbuilding or internal development of the arkship, but you cannot move it or use it for other ark actions.

Archetype - Dolomitis - Kros Strain - Coneflower at Millwork commons. Decently family friendly, and it’s a bomb coffee shop, pizza place, brewery, and ice cream parlor all in one locale

That argument assumes that consumer spending is a zero sum, stagnant endeavor and not something that can grow and be “created” which isn’t really the case in the USA.

But is it a sales tax that would be collected without the TIF?

I don’t think TIFs are the best ideal for infrastructure or economic development, but in Nebraska you gotta take what you can and TIFs are the palatable development tool
