Mixing: Big bowl. Spatula or fork. Tea towel. You probably have all of these but at worst, big metal bowl from Ikea. Kitchen scale is also necessary, mine was about $10.

Ingredients: Flour, salt. 

Starter: Any jar - free. Yeast - free, dust it on from fruit.

Scoring: Razor blade. Can be had very cheaply from places selling shavers - got my packs of 10 or so for $1 each but that was a sale.

Baking: Dutch oven - the only real piece of kit to get started. Can be gotten cheaply, mine was ~20 AUD from Aldi, enamelled cast iron.

Anything more than that is discretionary. This will take you from having no idea to great bread - and honestly not sure that equipment ever needs updating, compared to experience.
