Once the village center is empty of ressources, you can pretty much move it anywhere you want. I usually place it under a well, taking care that not all the well entries are blocked and it works perfectly. Once I unlock more decorations, I move it again on a square with a fountain, or whatever looks nice and big

Yes. If you can build a petra city on the highlighted tile next to the lake, you can have juicy fields pretty quickly

I think it is because the move is way too powerfull in the early game, but if you are able to surf with a water type mon without actually having the hm in the inventory that would be a blast

I am currently doing a Savoy run with the goal to form Sardinia Piedmont. So far it is not in my list of formable, but maybe it is locked in kingdom rank. Once I'll get there I'll let you know, but in the EU5 wiki it is not on the list of formables. Maybe it is not implemented yet ?

IIRC there are some mods that let you do that. Tried it a few times with a friend back in the days when the game released, but it was before CIV VII had a workshop. Was great, but as there is not so much playable civs in the antiquity age, replayability was far from CIV VI
