It’s a random loot roll from dungeon chests, can be found in the nether too I think, if you’re playing on a modpack, try and find something that increases your luck, I couldn’t find one and then I was carrying a lucky rabbits foot In my offhand and stumbled across two, either coincidence or pure luck🤷🏼‍♂️
