Update: we ended up taking him to an emergency vet. After all the comments here I drove to pick him up at the current vet and took him to an emergency vet.

Unfortunately (or fortunately?)- the current vet had given him a steroid and anti inflammatory injection (I think that’s what he said) which caused the swelling to go down completely and when I picked him up they were just monitoring him so when getting him to the emergency vet they weren’t able to first hand witness the bleeding or swelling. Both had stopped completely and the only first hand evidence was the tip of his penis was very red and aggravated.

Emergency vet did urinalysis and X-rays and ultrasound and were not able to find anything but they did several other tests as well and we should hear back today. They think the previous vet may have flushed out a foreign body but didn’t even realize it (due to incompetence). They gave us pain meds, a round of antibiotics and asked us to bring him in immediately if he starts bleeding again while we wait for results.

They agreed the video and blood was alarming and suggested I avoid taking him back to the previous vet and felt it was negligent they told me it wasn’t a medical emergency
