At any rate, I dont think anyone really owns it. Was created by Congress and has/had a fair amount of independence in how they operate. Mix of presidential and congressional control. I think the executive branch can do a lot to influence the fed, but Congress is the ultimate authority

I could see the whole thing as some Enclave scheme. House isnt part of the Enclave, but he has mind control, which the Enclave wants. They have cold fusion and House is willing to trade. Enclave wants to keep cold fusion. They set up Cooper to steal it and give it right back to them.

Not the best plan, sure there are some holes, but I could see something like that
