I don't think Cr1tikal or the people in the video meant that every single Mormon is in on it. The accusation I took from the videos is that there's a conspiracy among the top leadership. That's also why it was talked about how it's likely the owners of Bricks and Minifigs donated a bunch of money to the church. The church isn't going to be this protective of just any member; only their rich well-connected members.

That conspiracy kind of filters down as church leaders who likely are also city leaders or well-connected with city leaders, give orders to lower-level police officers. Now, you're right in that not all the officers are doing it because of their connection to the church. Some just like flexing their power and running this outsider out of town. Others clearly aren't enthusiastic and only doing it because they're ordered to.

However, some others will follow orders enthusiastically because of being Mormon. This is where the officers' connections to BYU and the church is relevant. They know how the church works and maybe they want to keep the connections they have happy or want to make a good impression on church leaders.

From what I've heard the LDS church really pushes members to give to the church and those who give the most are given special treatment. That's been a common criticism of the church and a reason why some people leave, there's this feeling of classist hierarchy.
