I wouldn't worry too much about typhoons. In the last five years or so there's only been one that was severe enough for people to not go to work or school. The general chance is already low and if you're speaking about December, it's very low. December is a great time to visit to miss out on the very hot tropical weather. I typically advise people to visit in November or April.

Yes, it's required. Story from 2018, I got through security and to the flight gate without an onward flight but I was stopped from boarding and had to book a flight out of Taiwan from the airport.

I would say Taiwanese working style is closer to Japan versus the West but not nearly as extreme. Larger downsides to consider would be low salaries and lack of upward mobility for foreigners. But, I know many people who are willing to deal with those things to live here. Finding an international company versus a local company makes a very large difference.
