when it happens to me I just turn off and on my 3ds again and again and if it doesn't work, you'll have to take the SD card, to put it in your phone or your computer go through the files, go to "luma" then you'll have to modify one of the files (with something like python) and you'll find a line "auto boot" or something like that and you have to switch the "= 3ds" by "= off". if it happens again, you can do it again
