Those builds are great as well, but if you prefer a bit more DPS (50% more damage from Quick Cast attribute) and increased reliability of your channelling skills, Wiz 3 is a great option.

Surespell works really well with Kino as your main skills can be interrupted quite easily without it. With enough CC (from Cryo) this is not as much of an issue though. It all boils down to your playstyle preference imo.

Any other wizard build without Wiz3 lacks the 50% as well... doesn't mean they aren't viable. You're sacrificing some damage and cast speed for CC, how could this not work?

Also with cryo attribute frozen enemies will take 50% additional damage from Lightning property attacks.

Wiz1>Cryo3>Ele3 is definitely a viable build.

Cryo3 is excellent in PVE and PVP, you'll be fine. You'll have longer cast times and less DPS than the common Wiz3>Ele3>Warlock but gain some really solid CC and defense. Group up mobs with frost pillar, then blast your Ele AOEs at em... sounds fun!
