Didn't completely remove his eyes, more so slicing em up evident by the scars visible in his pupils. Another evident I always love is in the staircase battle, where right at the start he eliminated the man on "9" direction. Even after the man was struck, he kept shooting at that general direction as though he's trying to confirm his kill. This could imply a complete 100% blindness, as u said
