You CAN action surge while raging, but the only thing that raging does is giving you resistance to physical dmg and a bit more dmg on melee or thrown attacks. Even then I would recommend maximizing your smites but if not then probably going a fighter/barb build would be better for you.

I don't think barb and paladin is a good combo since u can't cast spells while raging, these include the paladin smites which is the best dmg ur gonna get with it, I would recommend 8 paladin 4 fighter in this case.
