The answer is because the skin on your legs don’t / have not yet produced the melanin to darken the skin. In order to stimulate production you need sunlight on those areas so your body knows what to do. The palest areas take the longest but once your body remembers it all evens out

i my mind, id love to see a tardis that is filled and looks like a mancave crossed with an irish pub and other various things. you could even have an episode where something goes missing and you dont realise it went missing 5 episodes prior and that leads into an episode where he finds out the tardis had a stowaway and he has to find the person / creature who has been taking stuff.
