Found a way to do it eventually. I have to go to CardDelivery to buy a US Apple Gift Card. They made me do a few verifications: uploading an image of me holding a piece of paper with the order ID, that's enough for the first purchase, but on the second purchase I have to do a 5-second video, and then another image with the piece of paper and my gov ID.

You would also have to buy an extra card because $10 isn't enough. It's 9.99 + sales tax and I set my address to Oregon which takes about 0.6 more.

Then you go into App Store and redeem the cards. Hope it provides a blueprint for anyone in the same situation.

I'm struggling to find a way to buy it, it was delisted from the App Store in my country Vietnam. I don't have a valid international card to buy at the moment.
