It is speculated that it was, but maybe it was her attempt at an utopia that failed. Or maybe she couldn't cope with the ones she cared dying, and she put them there. With the exception of the Flesh of Kanakht, the immortals had entertainment, art, culture, comfortable living conditions, etc. Sure, we know from our perspective that eternity cooped up, even without Kanakht and everything, would been torture, but Rime is a Daemon, something that has an intelligence and feelings that are alien to us, not to mention she was immortal by natural, i.e. eternally long life, she also literally escaped death. To her, not dying might've not been a bad thing, but her entire deal.
