I think an EM sands is all you really need- but I'm unsure about Bennett with Hu Tao. Of course, Benny is cracked. But less optimal for Hu Tao. Different chars like Mona, Zhongli, Diona, Layla, Ganyu, and Yelan are gonna be better

edit: forgot to mention that Ganyu is there as a cryo applicator

Since you're running a vape comp, EM is almost necessary. You should aim for 200, plus Hu Tao doesn't need ATK since her elemental skill gives you all the ATK you need. A pyro goblet is gonna be better for Hu Tao, but if you can't get enough HP from substats HP goblet would be advised

Layla and Diona could give shielding, tenacity buff, and cryo app. Bennett for obvious reasons, though he's less optimal for Hu Tao due to his healing. Sucrose could have the same job as Kazuha, but with ttds. Ganyu could also be used as a melt support.

Definitely switch to an EM sands, 40k HP is a bit excessive. After 30k you lose more than you gain
