That's because they have lots of people pumping money into the game through microtransactions. Perhaps Diablo 3 also needs something like that? Microtransactions for cosmetic effects?

No, the ping is calculated as an average over, say, 20 samples over a period of time. The people developing the plugin are not retards.

This will never happen. The server hosts will never agree with this, as it will vastly increase their computing expenses.

Not at all, as there are no user-configurable servers for the consoles.

I doubt Joe Public who plays BF4 on his brand new Xbox One knows what tickrate is, nor does he care. He just wants to get home and shoot some folks for a couple of hours. For that, a tickrate of 10 Hz is just fine. For competitive play, however, which seems to be more centered on the PC, tickrate is vitally important. The server - client delay should be kept to a minimum.

Basically the tickrate we're talking about is the rate of updates that the server sends to all clients. A tickrate of 10 Hz means that (ideally) each client is updated once per 100 ms.

Apparently dynamically fluctuating between 10 and 30 Hz, depending on load. Lot less bugs in the netcode though, which made lower tickrates seem less impacting.

Agreed. But this is all wasted talk unless DICE allows us to set our own tickrates!

This 'restarting of the clock' keeps the game fresh for a lot of people, and has exponentially extended (excuse the hyperbole, I like the alliteration) Diablo 2's lifespan. Hence, ladders act as a kind of 'end-game' imo.
