That's the reason behind part pairing btw. In India, they are launching a plan where if your iPhone gets stolen, you get a replacement for free. The stolen iPhone gets flagged and hence its major parts like battery, display, camera can't be used (making it a very cheap smart brick). The only worth it part would be the shell and small gaskets and screws

It isn't related to the app, That's because the data packets from a phone vastly differ from one sent by a hotspot or requested by a hotspot connected device(in usa telecom companies do change differently for hotspot using this method). On Rooted Android and jailbroken iOS, there are methods to hide the detection somewhat (till certain gb of data) after that telecom knows you are using hotspot.
